Pemerintah Kota Metro menghadapi tantangan kompleks dalam pembangunan daerah, termasuk tingginya angka pengangguran, pertumbuhan penduduk yang pesat, serta keterbatasan kapasitas aparatur sipil negara dalam merumuskan kebijakan berbasis bukti. Untuk menjawab kebutuhan tersebut, diselenggarakan pelatihan penyusunan policy brief bagi aparatur sipil negara fungsional analis kebijakan guna meningkatkan kemampuan teknis mereka dalam mendukung proses pengambilan keputusan yang lebih efektif. Pelatihan dilaksanakan dengan pendekatan partisipatif yang mencakup ceramah interaktif, diskusi kelompok, studi kasus lokal, dan praktik langsung penyusunan dokumen kebijakan. Sebanyak 30 peserta dari berbagai organisasi perangkat daerah berpartisipasi aktif dalam pelatihan ini. Evaluasi menunjukkan peningkatan signifikan pada skor pemahaman peserta, dari rata-rata 58,3 menjadi 85,1 setelah pelatihan, disertai tingkat kepuasan peserta yang sangat tinggi terhadap materi, metode, dan fasilitator. Pelatihan ini terbukti tidak hanya memperkuat pemahaman konseptual, tetapi juga meningkatkan keterampilan teknis dalam menyusun policy brief yang aplikatif dan kontekstual. Hasil ini menunjukkan pentingnya pelatihan lanjutan dan pembentukan sistem pembinaan kelembagaan yang mendukung penguatan kapasitas analis kebijakan secara berkelanjutan di lingkungan Pemerintah Kota Metro.
